51 an hour 11 days ago 11 days ago 11 days ago Nature of Work This is very responsible accounting and purchasing work involving responsibility for assisting in all purchasing activities for Greene County Government as indicated in TCA 5-14-101 and Greene County Commission.
Activities associated with the position include preparing and monitoring requisitions, obtaining pricing from vendors, and preparing various forms and reports.
The incumbent also assists in resolving disputes between department heads, vendors, and suppliers.
Job related duties require a intermediate accounting background, experience dealing with state and federal funds, strong organizational, interpersonal and decision-making skills, and dedicated attention to detail.
Job performance is evaluated by the Purchasing Agent through review of the accuracy of all financial transactions and purchases, knowledge of existing statutes, policies and procedures pertaining to purchasing activities, ability to consistently meet deadlines, cost containment efficiencies, and organizational, and interpersonal skills.
Work is also subject to audit by the State of Tennessee.
Illustrative Examples of Work -Prepares requisitions for the General Fund, Road & Bridge Fund, Solid Waste Fund, etc.
for approval and issues purchase orders when necessary.
-Obtains quotes by FAX, telephone, catalogs or the internet for purchases of less than $10,000.

-Provides appropriate purchasing documents and contracts to the County Attorney for review.
-Identifies sources of supply, maintains bidder lists, and updates vendor information.
-Interacts with elected county officials and department heads to determine purchasing needs.
-Obtains pricing information from vendors after determining if the item meets specifications and places, receives, and distributes orders.
-Assists with coordination of grant funded programs to insure proper documentation of expenditures, timely completion and submission of reports, etc.
-Issues forms including W-9's, tax exemption certificates, and fills out credit applications.
-Assists with issuing property tags for equipment and assists with maintaining an adequate listing of fixed assets.
-Orders all fuel for County-owned fuel farm.
-Orders all supplies for all county government offices.
-Assists with the activities of the Purchasing Agent.
-Assists with finance department operations by answering the phones, opening and sorting mail, and assisting other office personnel when necessary.
-Performs related duties as required.
Necessary Requirements of Work Graduation from an accredited two-year college or university with an A.
S.
Degree in Business Administration, Public Administration, Accounting, or closely related field, preferred but not required; experience in governmental accounting; strong organizational skills; ability to maintain a high degree of accuracy and attention to detail; a good understanding of computerized accounting applications; ability to perform multiple tasks simultaneously; or any combination of education and experience to provide the following knowledge, abilities, and skills:
-Extensive knowledge of the purchasing and procurement rules and regulations contained in TCA 5-14-101.
-Extensive knowledge of purchasing and procurement policies and procedures for Greene County Government as adopted by County Commission.
-Thorough knowledge of the Greene County Finance Department operations including fund accounting, accounts payable and accounts receivable.
-Considerable knowledge of financial regulations and reporting requirements associated with grant-funded programs (i.
e.
, FEMA, CDBG.
etc.
).
-Considerable knowledge of federal, state, and local governmental accounting practices and procedures (including GAAP and GASB accounting guidelines).
-Considerable knowledge of computerized accounting and purchase order applications including data base management, word processing, and spreadsheets.
-Considerable knowledge of effective supervisory practices including the selection, evaluation, motivation and disciplinary and/or discharge of employees.
-Knowledge of the structure and financial interface of Greene County Governmental offices and departments.
-Knowledge of auditing procedures and protocols.
-Ability to prioritize daily, weekly, and monthly activities to meet all established deadlines.
-Ability to maintain all work-related documents, ledgers, and records in an organized and accessible manner.
-Ability to effectively supervise and direct the activities of the Assistant Purchasing Agent.
-Ability to maintain detailed records of all monetary and purchasing transactions.
-Ability to manage multiple tasks and assignments in a simultaneous, organized and efficient manner.
-Ability to interact in a considerate, tactful, and professional manner with co-workers, local officials, school system personnel, and the public.
-Skill in the use of contemporary office equipment including calculators, FAX machines, copiers, computer terminals, and multi-line phone systems.
-Skill in the use and application of accounting software packages including data base management, word processing, and spreadsheet applications.
